The project activities are conducted by the project staff based in the Project Coordination Unit (PCU) in Baku and the Georgian Project Office in Tbilisi. The Chief Technical Advisor is coordinating with a strong national and international full time staff and will be joined by top national and international experts to ensure strong project implementation.

Ahmed Abouelseoud Ahmed - Project Senior Capacity Building Coordinator
Ahmed has over years of experience in all aspects and phases of water resources and environmental management. He graduated in 1983 from the faculty of Engineering Cairo University as civil engineer and got a MSC in water and environmental Engineering in 1994 from Utah state university, USA. Then he got a professional Diploma in Environmental Engineering from the American University in Cairo in 1999. Eng. Ahmed has Significant expertise in water management computer modelling, information systems, decision support systems and environmental quality monitoring and analysis including oversight of biomonitoring and environmental flow monitoring to EU Water Framework Directives, in Egypt, Armenia, Azerbaijan and Georgia. He served as senior Biomonitoring expert in the previous phase of the project in Azerbaijan, Georgia, and Armenia.
He Served as Water Resources Planner in the Egyptian Ministry of Water Resources and Irrigation for 15 years and moved to the Ministry of Environment where promoted to be the First Deputy Secretary Head of the Central Department for Environmental Quality in the Egyptian Ministry of Environment. He is on leave from his role as CEO of the Egyptian Environmental Affairs Agency to work on the Kura II Project.

Amin has Masters degree in Hydrology from Baku State University. He did postgraduate studies during 2005 – 2008 at the Institute of Geography of Azerbaijan National Academy of Sciences working on Ph.D. thesis on Water Resources Management of rivers of northern part of Greater Caucasus. For recent 8 years he worked as a Deputy Director of the Project Implementation Unit of the Greater Baku Regional Development Plan project implemented by the State Committee on Urban Planning and Architecture of Azerbaijan, funded by the World Bank loan provided to the Government of Azerbaijan. Working with a lot of civil society organizations as well as WB project conducted by the state committee he had a chance to take part in a number of activities and conferences in Europe, USA, CIS and Asia in the field of water resources, Strategic Environmental Assessment Urban Planning etc. Amin is based in Baku. Elchin Mammadov – Project National Coordinator for Azerbaijan
Elchin graduated from Baku State University degree in 1998 on Biology and Chemistry. He did postgraduate studies in 1999 – 2001 at the Institute of Zoology of Azerbaijan National Academy of Sciences and Ph.D. in Ichthyology and Hydrobiology. He also degree on World Economy from the Azerbaijan State University of Economy. From 2007 to 2009 Elchin also did postdoctoral fellowship at the Center for Environmental Fisheries and Aquaculture Science (CEFAS) in Lowestoft, UK and attended Water Management Workshop organized by the Ministries of Environment and Foreign Affairs of Japan on March 2015. He worked as a Fisheries Biodiversity and Data Management Expert in UNDP GEF CASPECO Project from 2009 to 2012. Tamar Gugushvili is a national coordinator for the UNDP-GEF International Waters Kura II Project: Implementing IWRM Across the Kura River Basin. She is a professional with 10 years of experience in projects supporting institutional and policy development and capacity building. With academic background in Biological Sciences (Tbilisi, Georgia) and Master’s Degree in Environmental Science (Lund, Sweden) her key qualifications cover water resources management, waste and chemicals management, environmental impact assessment (EIA) and environmental permits. Her areas of work include policy development, law drafting, strategic action planning, EU harmonization, country baseline assessments, state of environment assessments, impact assessments, capacity needs assessments, stakeholder surveys and project management Tamar is based in project office in Tbilisi. Lana Manjgaladze – Project Officer for Georgia
Lana was born in Tbilisi, Georgia, and lived in Istanbul, Turkey for around 16 years. Lana has completed her secondary education at the British International School in Istanbul and graduated with a degree in International Relations from Istanbul Bilgi University and University of Portsmouth, having successfully completed her thesis on the role of UNESCO in global world order.
Lana speaks several languages fluently, including Georgian, English and Russian on native-speaker level, with advanced knowledge of Turkish and elementary German. Lana has extensive work experience in both Turkey and Georgia, covering an array of areas, such as global trade, international logistics, editorial work on media along with solid project management experience.
